The Government of Uganda, through the Ministry of Gender, Labor, and Social Development, in partnership with other stakeholders, has implemented the Functional Adult Literacy program since the early 90s. Building on the success of the FAL program, the Ministry in partnership with DVV International conceptualized and designed the Integrated Community Learning for Wealth Creation (ICOLEW) program.
The ICOLEW program is informed by lessons drawn from DVV International’s experiences with Regenerated Freirean Literacy through Empowering Community Techniques (REFLECT). ICOLEW incorporates 5 key elements in an integrated manner.
The elements are:ICOLEW Programme is currently implemented in various districts in the country. Community Learning Centres (CLCs) have been established under the programme as one-stop centers for effective service delivery, continuing education, and lifelong learning programs through community-based approaches.
The Ministry, with technical, logistical, and financial support from DVV International, is designing a robust and functional ICOLEW MIS to improve service delivery and evidence-based progress reporting.
